Sutton Cycle Forum ideas for 2023

The previous meeting notes from 11th October 2022 held on Google Meet.

Currently there’s no date set for the next Sutton Cycle Forum meeting.

If specific schemes can be discussed (online or on site) over the next few months (February, March & April) the next Sutton Cycle Forum should be well placed to meet later in the year, potentially May? June?

Below are some suggested schemes (but not limited to) for discussion this year to provide an opportunity for local residents to offer early advice from the perspective of riding a bike.

UPDATE:

2023/24 TfL programmes have not yet been approved by TfL.

We have received feedback from them on our submission and we are currently working through that feedback, and expect to get approvals in mid March 2023.

UPDATE 27th March 2023: LIP letter from TfL to Sutton

  • Safer Corridors and Neighbourhoods 23/24 £1,129k + carry forward 22/23 £306 = £1,435k (Funding total submitted: £1,129k, including the £20k for cycling guide!)
  • Cycleways Network Development (CND) 23/24 £475k (Funding total submitted for Borough Cycling: £688k)

Cycleways Network Development
In the latest funding settlement for 2023/24, Cycleways Network Development (CND) has been allocated £14m. We have prioritised schemes that can move to construction in 2023/24 or 2024/25 as well as high priority projects to be developed for future implementation. As usual all Cycling schemes that receive funding will be required to follow the stage gate process, with TfL sponsors available to guide you on this. All designs will be required to conform to LTN1/20 which means following London Cycle Design Standards and meeting TfL’s Cycleways Quality Criteria

Finance
To secure your allocations for 2023/24, please submit scheme applications onto the TfL Portal by 31 May so we can release the agreed funding as quickly as possible. The Value of Work Done (VoWD) should then be updated at least once every two months. The deadline for claiming this financial year’s funding (2022/23) will be 11 August 2023.

Last June there was an action to “manage a folder of potential schemes/photos of locations that could be improved. SCF members etc to contribute.”, we already have the ability to post, link images, maps and street views allowing discussion on Cyclescape so some links are provided in table above. Hopefully this can be used going forward.

As linked in the table above, there are now more notes on Rosehill – High Street route options for the Colliers Wood – Sutton
(North/South route) – North Sutton to Sutton Town Centre section
. The scheme marked as Top Priority.

It was confirmed in October that “at the TfL bidding stage our schemes do not contain the level of detail required in LTN 1/20” but “any design element of a TfL scheme will be designed to LTN 1/20”.

More discussions should mean we are capturing below in the designs/routes from the outset.

The Core Design Principles
Five basic requirements cover all new infrastructure. Above all, cycling and walking infrastructure should be directly accessible for all, and be:

  • Coherent
  • Direct
  • Safe
  • Comfortable
  • Attractive

Under these headings are some more detailed key principles:

  • Routes should be simple to navigate and of a consistently high quality
  • Cycle routes should be at least equally as direct as motor vehicle routes
  • Cycle infrastructure should be safe for all, and always perceived as safe
  • Good quality, well-maintained surfaces
  • Public spaces should be well designed for people to spend time

These principles help inform decision making throughout the design process, and ultimately avoid unsafe and unusable cycle lanes and infrastructure.

Some comments on the North Street Parallel crossing may lead to further discussion for next steps.
