Scheme updates for June 2022 (PDF) shared on 10th June ahead of the meeting.
Changes from March:
- Quietway – Morden to Sutton – reassigned from Lynn to Hitesh
- Quietway – Worcester Park to Sutton – reassigned from Lynn to Kevin
- Worcester Park area wide scheme – reassigned from Lynn to Danny Lui
- Butter Hill area wide scheme – reassigned to Danny Luu in addition to Kevin
- Lumley Road banned right turn – reassigned from Lynn to Kevin
- Question, this is marked “construction” and completed by April 2022 – is this now not complete? I believe Colin may have point about implementation.
- Feedback: Colin Q advises this is mainly complete but does not confirm to LTN120. Vehicles observed waiting across the cycle track instead of at the Give Way lines. KW advises that there is still some snagging to do. KW asks that the scheme is completed then he can review it and go back to TfL if it isn’t working as expected. LCH – KW will be working on this but pre-application is not yet in. Nick Greenwood will be looking at the planning application & Highways Engineers at the transport links.
- A232 Ewell Road cycle track – reassigned from Lynn to Kevin
- Watercress Park – reassigned from Lynn to Hitesh
- London Cancer Hub area – reassigned from Lynn to Kevin
- Question There’s no change on update for North Street Parallel crossing, though this Preliminary Design is now being consulted on closing 30th June – LBS SutMap 1120 North Street Consultation.
- Feedback: Hitesh advises that consultation notices have been issued & shortening double yellow line. Designed to improve access into the college.
Requested items for the agenda:

- No TfL funding will be available unless robust schemes (LTN 1/20) are bid for, can priority routes, Butter Hill / Worcester Park, Forresters Drive be bid for yet?
- Ian Price mentioned “forward planning for submissions to TfL for 2023/24, which will be needed by November 2022” – request update
- Funding is higher in Kingston, can we ask Sutton councillors to speak to their peers over there and find out what is being done differently and why we are seem to be missing out.
- “Opportunity for the Forum to share any info or ideas” on routes, Cancer hub etc. Is there progress on plans that could start these conversations? Can we schedule some review meetings for anything planned 22/23?
- Multiple EV “source” charging spaces being consulted on, all using charging point on pavement contravening intentions of G10b) of Sustainable Transport Strategy SPD. Has case also been considered that curb side parking near these points prevent future repurposing of route with cycle way?
- 20mph – 20s Plenty / School Streets / audit of signage / do we have any more proposals that could attract more funding?

What follows is mostly from the notes taken by Helen as Marcus chaired. Councillor Barry Lewis was only councillor present, Ian Price sent apoligises.

- Kevin Williams advises that it is a live document and it is consulted whenever new schemes come in.

- KW advises that LBS is compiling a 3 year plan and would like SCF input. KW looking to put in robust schemes.

- Cllr Lewis advises that funding is higher in all other London boroughs & the Councillors are fighting for a better allocation of money for all forms of transport funding for the borough.

- KW will consult with SCF as a stakeholder as schemes develop.
- Action – KW will raise with Ian Price and get back to Marcus. Currently recruiting for additional Highways Engineers and there should then be resource to discuss these potential schemes in the next 2/3 months to progress this.
- Action – Paul Garside has offered to manage a folder of potential schemes/photos of locations that could be improved. SCF members etc to contribute.

- Refer to Danny Luu . Can be relocated if a segregated cycle route is subsequently planned where existing lamp column charging was installed.

- Cllr Lewis advises that school streets data does not show significant displacement of motor vehicles.
- Audit of wayfinding signage – identify gaps in the route 75 signage between Cheam & Ewell has gaps. Colin Q – has details to send to us. Currently a vacancy for a Public Rights of Way (PROW) Officer who could be asked to check cycle signage when they out in the borough, hoping to recruit soon.
- ridedott.com have decided not to work in Kingston & Sutton boroughs at the present time, citing a requirement to prove that schemes will be profitable.

New Items:
- Does LBS take opportunity to replace the existing speed cushions with Sinusoidal humps e.g. Fellowes Road recently in accordance with sections 7.6.5 and 7.6.8 of LTN 1/20?
- Highways maintenance will replace as existing as otherwise it needs a consultation. This is the planned maintenance schedule for SCF members to advise of changes that would like to be considered.
- 16th June 2022: We followed up with “.. Collingwood, Oak Hill and Erskine Rd are also being resurfaced and will I assume have their speed cushions reinstated, I state this again with reference to sections 7.6.5 and 7.6.8 of LTN 1/20 going forward.” No response received.

- How is progress on Track in Rose Hill Park West to Grennell High School?
- Lynn Robinson advises that this needs be be included in the Colliers Wood to Sutton route development when there is funding to recommence this scheme.
- email in response 14th June [2022] “When I asked I referred to progress on implementation following the Neighbourhood Funding (~£70k from memory). From March SCF minutes:
- “Neighbourhood Fund…. The Rose Hill East cycle track needs resurfacing & the edging should be a step-down kerb to differentiate between cycling & walking spaces. However, resurfacing this facility should not to be a replacement for the Quietway Morden-Sutton route”
- Do this means Neighborhood Funding no longer available?” No response received.
- Watercress Park – barriers – there isn’t an update as Councillor Ben Andrew was involved in obtaining public realm funding to install barriers and he is no longer in post.

*Note that, on 8th September 2022, notification was received from officers that the proposed meeting for 13th September was being postponed for a month in anticipation that within a month more information relating to the level of funding that Sutton is likely to receive for the borough’s revised LIP plans would be available (given a recent announcement by TfL on an agreement with DfT on funding). Next meeting scheduled for 11th October 2022.
